He glanced towards the Polish representative briefly. "I would propose that the League organize an investigative committee to travel to the Vilnius region to determine what the pre-war causus belli was. If there are legitimate grievances against the Lithuanian government, then I would suggest a plebiscite in Vilnius county in two years to discuss the issue of limited self rule or independence. If, on the other hand, the rebellion is found to have been sponsored and equipped by the Polish government, then we would call for reparations by the Polish government and the recognition of pre-war Lithuanian borders, as well as the dissolution of all Republic of Wilno forces.
"Bulgaria feels this solution should be acceptable, since if the Wilno rebels have legitimate cause against the Lithuanian government, then they will receive their fair day to state their case with the ballot box; and if Poland is responsible as it currently appears, then Lithuania's territorial integrity is maintained.
"Bulgaria also agrees with Atlantis that allies of Lithuania and Poland should excuse themselves from a League of Nations force."
