Diplomatic Note, 1 April 1934

Delivered to Cleito Signatory Ambassadors to the United States and other interested parties

Dear [your important minister here],
Pursuant to requirements under Article 1, Section II of the Cleito Treaty as amended at Copenhagen, the United States of America will be hosting a conferance of all current Cleito Treaty signatories and other interested parties at San Francisco commencing 15 September, 1934. Due to the American desire for the furtherment of World Peace, and in recognition of the noble intent behind the Cleito Treaty, it is the intention of the United States to propose a new Naval Limitations treaty to replace and supplant the expiring Cleito Treaty. Further details will be communicated to your governments as they are developed, and we look forward to a productive conferance and the continuation of world stability and peaceful relations.

The government of the Republic of France thanks Secretary Hull for proposing this Conference, and will attend it.

The French delegation during Conference negotiations will be led by a special representative of Ambassador rank and a flag officer from the Naval Staff.

The German Foreign Ministry announced today that Germany will attend the planned US meeting in San Francisco to discuss the expiring Cleito Treaty and the prospects for a replacement Treaty. The German delegation and their mode of transport has not yet been decided.

"Sir, It is with pleasure that we heard of this request and it is our sincerest hope that there will be fruitful discussions resulting in a fairer and more binding replacement. We cannot help but wonder why Italy's own overtures for such a conference have been so flatly refused on numerous occassions. In light of this and other actions we are not optimistic that a new treaty can be satisfactory in the current climate."

One of the major advantages to holding the meeting in San Francisco over Kiel, in German eyes, is that Garcia will be there rather than here. :) Same is true with Manzo, if he manages to make it after Talons.

Manzo is not going to Cordoba this year. Those who will represent Japan this year are two historical men.
... so it is still possible that Manzo will accidentally end up at Kiel during that time. :D

There is, of course, a simple way to prevent Manzo arriving in Kiel. Invite him. This guarantees his arrival in somewhere less predictable, like Bismarck, North Dakota.
