Not sure what Roger thinks, I think he did have some earlier influence in the nation via a TB sale IIRC but I think it was merely a sale and not an effort to influence the nation itself.

That's another issue, timing. In Q2, the Bulgars would be busy paying for the refit of Helgolan and several T-1 type TBs (2 completing, 2 more under construction. Both of those projects would eat up funds, though PERHAPS the purchase of CLs would postpone the refit of Helgoland 1 quarter.
