I've got to wonder who would consult Germany for building advice on ships? Three nations had the capacity to build extensively for export, GB, USA and Italy (a bit from Japan). The USA didn't build a great deal post-WWI. GB was involved for obvious reasons, having over 50% of the world's merchant fleet, massive superiority and capacity. Italy mainly from experience and subsidised shipyards, not to mention the fact that Ansaldo-Fiat owned the government.

It would make obvious sence for Germany to build for export. They still have to recover economicaly from reparations (which contrary to history have been scrapped) and quite a few nations would love to have German built ships. Germany also has plenty of unused infrastructure to utilize.

Turkey historically started 6 DD's with German assistance durring WW1 so it's hardly surprizing they would ask for their assistance with another unrelated cruiser program 15+ years later.

This IS WW, after all, where India builds battleships for export, as does the Phillipines. So, some nation coming to Germany looking at oversized light cruisers shouldn't be a complete surprise.

As you may have read in the news Argentina has ordered two new cruisers. The Light Export design was designed to meet Argentine requirements. They will be called GENERAL BELGRANO and CAPITAN
JUAN DOMINGO PERÓN.
