Prime minister Chiang Kai-Shek only had a dry smile for ambassador Adamov. When the russian ambassador rose, Chiang Kai-shek said irritably "If you leave me now, you can leave China immediately, because I will declare you as a 'persona non grata'. You throw reproaches around without waiting for my answer. I do not let myself be treated like that by you. Either you sit down again and we talk like adult civilized people or I'll have you escorted to the airport right away. It's up to you." the chinese prime minister continued.

"Of course, I remember the warning from your government, but even then we said that we would not accept such behavior by the russian federation. You address the geostrategic interests of the Russian Federation, or the non-existance of chinese territory in the arctic. I ask you, what territory has Russia besides its coastal waters in the Arctic ? I only say one word - NONE ! Of course, there are several russian islands near the coast, such as the Ljachow Islands or the Wrangel Island and of course, we respect the legality of these properties and the associated expansion of the coastal waters. But the Chukchi Sea, and the Beaufort Sea and of course the complete arctic ocean are international waters. And the Bering Strait is the only way for china to reach the arctic ocean. And according to the "Convention on the law of the sea" you don't have the rights to block such sea strait for other nations. And by the way we can not make any commercial investments, as long as you unlawfully deny us the access to the arctic ocean."

"Petrograd's interpretation that we broke the neutrality agreement with the sending of the Zhuhai to the Bering Strait is just too ridiculous. Likewise the charge that the Chinese Empire keep an aggressive expansion course. In both wars you mentioned - in the war with the philippines and in the war with Josean, the chinese empire was the defending and not the attacking nation. You should stay by the truth here. The philippines were always been more a more pro-american country as a "pure" asian nation and thus they never really been a part of the SATSUMA alliance. And China has defended itself against Joseon and has not waged a war of expansion, only trying to restore its status before the attack. What many have forgotten is, that Japan has kept a protective hand over Joseon for years, and that has made the aggressive policy in Pyongyang possible. And of course, Japan presents itself later in the war as a "savior" when it realizes that with China a competitor has grown up, which shakes the Japanese supremacy in Asia. This scares the government in Edo."

"But back to the initial problem. If I understand your last words correctly, Russia is continuing to ban China from going to the arctic ocean for peaceful research ? Are this your last words ?" asked the Chinese Prime Minister to the russian ambassador Adamov.

Adamov patiently waited for Kai-Shek to finish, politely nodding in a few places where he agreed. In response to the Prime Minister's final question, he nodded in the affirmative. "Yes, Prime Minister, that is correct; we shall not permit the passage of any Chinese warships through the Bering Strait." He waited a few moments, and then added cheekily, "Good day, Prime Minister. Shall I instruct my driver to take me to the airport?"

If it were known IC, then the Japanese would invite Ambassador Adamov to Japan for a few days for some well-deserved R&R before he returns to Russia. :)

67

Thursday, January 11th 2018, 8:55am

"Ambassador Adamov, I hereby declare you as a "Persona non grata" and advise you to leave the Chinese Empire immediately. If you fail to comply with this request, you will be promptly arrested and interned. Your vehicle will be escorted by our army to the airport where you can board a plane to Russia or another country of your choice." After these words Prime Minister Chiang Kai-Chek pressed a button on the phone and two armed soldiers appeared in the conference room. "Gentlemen," the Prime Minister continued, "Ambassador Adamov wants to leave our beautiful country immediately, please make sure he does not miss his flight." And addressed to the Russian ambassadors. "You should go now."

Friday 8. March - Forbidden City; Beijing

Official comment of the chinese government according to the common french and russian declaration.

Quoted

The Chinese Empire is forced to comment on the falsehoods spread by France and the Russian Federation:

Common assertion of France and Russia:

Quoted

Firstly, that the Republic of China (now known as the Empire of China, and hereafter as China) has violated the Pact of Neutrality between France, China, and Russia (hereafter referred to as the Neutrality Treaty) in their relations with neighboring powers. This article, having stated the high contracting parties intention to refrain from threat or use of force in their relations with other parties, was violated by China during their military occupation of the Kalayaan Islands, and served as the casus belli of the South China Sea War.

Chinese rectification and comment:
China and the Philippines had a condominium over the Kalayaan Islands before the South China Sea War. Thus, there can not be a military occupation of the Kalayaan Islands. The cause of the war was a misunderstanding on the attack on 3 chinese fish trawlers by a phillippine ship. However it remains to be noted, that the Philippines have made the first shot and China was in the defending position here. Even if everything is based on a misunderstanding.

Common assertion of France and Russia:

Quoted

Secondly, that China violated Article I by unspoken threat of force during the extended crisis preceding the Sino-Korean War, which invited a Korean response.

Chinese rectification and comment:
China has never threatened Chosen's independence. Neither through words nor through different motives or actions. On the contrary, China was treacherously attacked by the air forces of Chosen on 22nd of June 1943 . This attack was the cause of the Sino-Korean War.

Common assertion of France and Russia:

Quoted

Thirdly, that China committed an act of aggression by sending an armed military ship to the Bering Strait, in defiance of repeated requests by the Russian Federation to desist, as such an action represented a strategic challenge to Russian interests. This action resulted in the Bering Straits Incident.

Chinese rectification and comment:
China has not sent a warship to the Bering Strait, but an armed research icebreaker. The arming is ONLY for defensive use. The command was NOT under the chinese navy but the Chinese Arctic and Antarctic Administration (CAA). Therfore the ship was on a friendly civil mission.

Common assertion of France and Russia:

Quoted

Fourthly, that China has chosen to nullify the treaty, citing the Russian Federation's security response to the Bering Straits Incident, referred to in point three, thus ignoring Article II, which requires the disputing parties to submit the matter of dispute to arbitration.

Chinese rectification and comment:
China certainly does not ignore Article II of the neutrality agreement. China has stated that it regards the Russian behavior as a breach of the agreement !! The Russian Federation has clearly acted against the agreement due to the shelling of the chinese ship. As mentioned, Article II requires the disputing parties to submit the matter of dispute to arbitration. So if the russian federation sees a point of dispute here, Russia should have called an arbitration court instead of firing at the chinese ship. Thus, Russia has violated this article and NOT China.

Common assertion of France and Russia:

Quoted

Fifthly, that China has ejected the Russian Federation's ambassador to Beijing in response to Russian diplomatic efforts to address the situation.

Chinese rectification and comment:
The Russian ambassador was expelled for his uncivilized rude behavior and not for the incidents in the Bering Strait.

General comment and summary:
China has no problems to face an arbitration. China has nothing to hide and seeks for a peaceful solution. While it seems, looking at the lies put forward by France and Russia, these two nations are NOT interested in a peaceful solution.

The Arctic Ocean is an international body of water and can only be accessed by pacific nations through the Bering Strait. China has clearly stated that a blockade of the Bering Strait and nothing else represents the Russian behavior, can't be accepted. The same would apply if the US behaved like that.

The United States are an riparian state of the Bering Strait, this would inevitably mean a conflict of interest for the United States (in chinese eyes). Therefore China couldn't accept them as part of the arbitration.

Great Britain has easy access to the Arctic Ocean (Greenland Sea) and the Antarctic Ocean (Falkland Islands). Also Great Britain was a substantial part of the Eight-Nation Alliance and is therefore considered as biased in this case. So China won't accept them as part of the arbitration.

Against Germany as a arbitrator, the Chinese Empire has reservations. Although they were also part of the Eight Nations Alliance, but they have shown in recent years that they are not the inhumans for whom they were held by the Chinese government in the past. And Germany has also shown that they have always acted neutral and unbiased in important issues.

China would prefer the South African Empire or Bharat to take the role as arbitrator, but we are sure that these two nations would by no means be accepted by France and Russia.

For this reason and as a sign of goodwill, China accepts Germany as arbitrator.

OOC: actually, neither France nor Russia would have any reasons not to accept the SAE as a neutral arbitrator (although France feels the SAE is a little too 'bribable' to be entirely fair). They might have a few more reservations about India, since they're not a League member any longer, and the Treaty specifically requires a League member to arbitrate. (Edit - upon a later reading, it appears I was mistaken on that count.)

The only issue I'd have, OOC, is that both are essentially NPC at the moment. (The same applies to the US.) So it'd be hard to have them arbitrate in that case.

With that in mind, since Germany is acceptable to China (Russia is shocked) then it looks like they're the choice.

Wednesday 11. March - Shanghai Telegraph

The scientists aboard the Nanjizhou stowed their baggage and the port crew is loading the research equipment onbaord the ship. The ship is on behalf of the "Ocean University of China" to explore the Mariana Trench. It's planed to make a complete survey of the entire Mariana Trench via echo sounding, drag lines and by using the deep sea vehicle and the Bathysphere onboard the ship.

78

Saturday, February 3rd 2018, 7:13pm

Because Pacifica considers the area to be theirs and due to the recent incident in the Bering Strait, Pacifica asks China to remove all weapons from the Nanjizhou, both mounted and personal weapons. After that, the Nanjizhou is to report to port authorities in Tumon, Guam for inspection to make sure that there are no weapons aboard the vessel before they are allowed to travel to the Mariana Trench area. Failure to report to the Tumon authorities or should weapons be found during the inspection will result in immediate expulsion from the Pacifica area. Further actions will be taken should the Nanjizhou fail to leave the Pacifica area within 48 hours.

79

Saturday, February 3rd 2018, 7:36pm

OOC =

Am I going to have to arbitrate another international incident? The Mariana Trench is nearly two hundred kilometers east of the islands - well outside what anyone can reasonably claim as territorial waters.

80

Saturday, February 3rd 2018, 7:56pm

Well, it is claimed by Pacifica. I think I might have mentioned something about it claiming all the waters between its islands as their internal waters (although that is a claim that should be dismissed by any sane nation). Still, it makes Pacifica feel bigger and more important than it actually is.

... and no need to worry about another international incident. As long as the Chinese behave and be proper guests, there will be no problems. If not, then I guess a few coconuts might accidentally be thrown at the Chinese Ambassador. :D
