Firstly, that the Republic of China (now known as the Empire of China, and hereafter as China) has violated the Pact of Neutrality between France, China, and Russia (hereafter referred to as the Neutrality Treaty) in their relations with neighboring powers. This article, having stated the high contracting parties intention to refrain from threat or use of force in their relations with other parties, was violated by China during their military occupation of the Kalayaan Islands, and served as the casus belli of the South China Sea War.

Chinese rectification and comment:
China and the Philippines had a condominium over the Kalayaan Islands before the South China Sea War. Thus, there can not be a military occupation of the Kalayaan Islands. The cause of the war was a misunderstanding on the attack on 3 chinese fish trawlers by a phillippine ship. However it remains to be noted, that the Philippines have made the first shot and China was in the defending position here. Even if everything is based on a misunderstanding.


Common assertion of France and Russia:

Secondly, that China violated Article I by unspoken threat of force during the extended crisis preceding the Sino-Korean War, which invited a Korean response.

Chinese rectification and comment:
China has never threatened Chosen's independence. Neither through words nor through different motives or actions. On the contrary, China was treacherously attacked by the air forces of Chosen on 22nd of June 1943 . This attack was the cause of the Sino-Korean War.


Common assertion of France and Russia:

Thirdly, that China committed an act of aggression by sending an armed military ship to the Bering Strait, in defiance of repeated requests by the Russian Federation to desist, as such an action represented a strategic challenge to Russian interests. This action resulted in the Bering Straits Incident.

Chinese rectification and comment:
China has not sent a warship to the Bering Strait, but an armed research icebreaker. The arming is ONLY for defensive use. The command was NOT under the chinese navy but the Chinese Arctic and Antarctic Administration (CAA). Therfore the ship was on a friendly civil mission.

Fourthly, that China has chosen to nullify the treaty, citing the Russian Federation's security response to the Bering Straits Incident, referred to in point three, thus ignoring Article II, which requires the disputing parties to submit the matter of dispute to arbitration.

Chinese rectification and comment:
China certainly does not ignore Article II of the neutrality agreement. China has stated that it regards the Russian behavior as a breach of the agreement !! The Russian Federation has clearly acted against the agreement due to the shelling of the chinese ship. As mentioned, Article II requires the disputing parties to submit the matter of dispute to arbitration. So if the russian federation sees a point of dispute here, Russia should have called an arbitration court instead of firing at the chinese ship. Thus, Russia has violated this article and NOT China.


Common assertion of France and Russia:

Fifthly, that China has ejected the Russian Federation's ambassador to Beijing in response to Russian diplomatic efforts to address the situation.

Chinese rectification and comment:
The Russian ambassador was expelled for his uncivilized rude behavior and not for the incidents in the Bering Strait.


General comment and summary:

China has no problems to face an arbitration. China has nothing to hide and seeks for a peaceful solution. While it seems, looking at the lies put forward by France and Russia, these two nations are NOT interested in a peaceful solution.

The Arctic Ocean is an international body of water and can only be accessed by pacific nations through the Bering Strait. China has clearly stated that a blockade of the Bering Strait and nothing else represents the Russian behavior, can't be accepted. The same would apply if the US behaved like that.

The United States are an riparian state of the Bering Strait, this would inevitably mean a conflict of interest for the United States (in chinese eyes). Therefore China couldn't accept them as part of the arbitration.

Great Britain has easy access to the Arctic Ocean (Greenland Sea) and the Antarctic Ocean (Falkland Islands). Also Great Britain was a substantial part of the Eight-Nation Alliance and is therefore considered as biased in this case. So China won't accept them as part of the arbitration.

Against Germany as a arbitrator, the Chinese Empire has reservations. Although they were also part of the Eight Nations Alliance,but they have shown in recent years that they are not the inhumans for whom they were held by the Chinese government in the past. And Germany has also shown that they have always acted neutral and unbiased in important issues.

China would prefer the South African Empire or Bharat to take the role as arbitrator, but we are sure that these two nations would by no means be accepted by France and Russia.

For this reason and as a sign of goodwill, China accepts Germany as arbitrator.
