Looks like inevitably the Turks will have to "Aquire" their own technical aid as SATSUMA is such a sharing alliance I'm sure the Persians will get their own "Indian Seetakt".

In that case the Germans, not Dutch via German int.
Remember, our Ally Italy sells hardware, our "friends" the Germans give you technical assistance, and our "friends" the SAE share SPEARFISH (if I have that right) with you- Dutch are going to very active in the counter-intellegence field.

Edit : To clarify, not contesting India getting radar plans from somebody who purports to be German- that's between you and Hrolf; it's just they don't happen to be related to Dutch program unless they are from the commercially available products, such as the magnetron, Phillips puts out.

If India gets radar it only pushes the Admiralty to step up its research programme and get units aboard ships ASAP.

Already Britain is looking at radio-rangers, basic radio apparatus that sends a radio beam and recives the echo and calculates the distance. Ok for gun-aiming but it bounces off the first thing it hits (eg waves, smaller ships in way etc) and so is not accurate but it will do for now.

I'm not sure how radar ranging is different from normal radar. Most units are continuous wave or frequency modulating units with limited accuracy and range but also fairly simple. They'll give limited information on range and bearing. In the late 30s, pulsed units started to be developed which allowed for a much greater peak power and so more range. You'll always get returns off waves and such but they'll just figure a lot less on the display, similar to background noise.

Bharat just got the plans. You will not see a ship getting fit with Seetakt until at least 1937.

But on the other hand the Japanese version, IIRC bigger and longer ranged, will be used for base and airfield protection by both the BNS and the Army. With both schematics and sets available this could enter the pipeline faster.

"...studies on the feasibility of making operational equipment similar to the Japanese Tomoes (1)(2) will start as soon as possible..."

"...Tomoes will be acquired and set up in all major bases... while the equipment will be useful in giving bases early warning they also serve the purpose of training personnel for the eventual arrival of the first locally build Tomoes..."

"...the Akbar will enter a drydock early next month for a refit..."

(1) Indian nickname for the Japanese radars.

(2) The Indian copy of the Seetakt.
