"Shrugs," well, when Persia decides to intervene militarily in Armenia/Azeribaijan, and then gets rolled by the Russians the same way that the Poles did, King Carol is going to be the first to say "dont poke a bear with a stick, it pokes back."

Accusing Romania of being in bed with the Turks, when they were trying to be high-minded, and as neutral as possible in their statements, is not making the Shah any friends in Bucharest.

Persia has not accused Romania to be in the bed with the Turks, what we sad was that the language used in describing the current incidents is mimicking the Azeri/Turk propaganda with insinuations that the attacks on Persian ships and aircraft is somehow Persia's our fault. It should also be noted that Azerbaijan has rejected bilateral talks and is pressing for Russia to be the "mediator".

May 5th

Contrary to what has been stated in the "Sun Lion"(1), the IDC and the Shah has both made it clear that they will not work to supply the Avenging Lions (2) with heavy arms, artillery or armored cars that are currently stored. The IDC has also made it clear that the AL will only be allowed to operate under police or gendarme supervision and has called the claim of AL to be the core of a re-constituted army laughable.

Which is basically the same thing....Though I am curious as to how Turkey has encouraged the Azeri's, other than to sit down with the Persians. I'm also curious as to what propoganda Turkey has distributed.

Why should they when the Persians have been nothing but hostile and have acused the Azeri's of being responcible for all of the attacks, while claiming to be 100% inocent. Anyone who attempts to intervein is also branded an ally of the azeris.

I suspect its because Persia really wishes no one would intervien, so the could conquer Azerbaijan. sadly for Persia their own propaganda isn't working

Turkey would volunteer, but then the Persians would just declair that the Turks have an agenda....

His Majesty's government would like to point out to the Persian government that the only remarks so far that could be construed in that way are those of His Majesty, who does not have much political power in Romania. His Majesty's government's remarks, have been neutral thus far, although if Persia continues to make allegations against us that will of course change.

We do note with approval the Turkish offer of mediation between the two sides, and if this offer is not acceptable His Majesty's Government would offer their services as an impartial mediator (not His Majesty).

Azerbaijan turned to Russia for one very good reason: with the territorial limits of the Caspian Sea being undefined, it is Azerbaijan's wish to settle this issue at once; which requires all three affected states - Russia, Persia, and Azerbaijan - to participate. However, Azerbaijan is now convinced a peaceful settlement is not in Persia's wishes; and therefore Azerbaijan believes any settlements will merely be temporary until Persia can operate again without international protest and pressure.

That said, Azerbaijan will welcome the negotiation of any fair and even-handed mediator, but categorically refuses the demands that Persia made as a precursor to negotiation following the Caspian Sea Incident.

Bharat offers their good graces to help in the mediation of the current Azeri-Persian difficulties. We consider, with the participation of Turkey as a partner in this task, that both nations can find a middle point agreeable to everyone.

Turkey feels that, given the Azeri point about territorial limits of the Caspain sea being a significant issue, Russia too should be involved.

India's offer to take part in the talks while gretaly apreciated may be counterproductive due to their involvement in SATSUMA. We feel these talks should be hosted by a purely Nuetral country and not tainted by any perception of self interest on the part of an alliance.

Is Bharat's perception that Persia doesn't trust either the Russian nation or Turkey as being completely neutral. As such we offer our presence in any talks to at least bring them to the table. We understand the concerns of Turkey but rest assured we desire a peaceful resolution to the problem in the area. One that the mobilization of Turkey's armed forces close to the Persian border is only putting more wood on the growing fire instead of diffusing the situation while hurting their so-called position as an uninterested party. We see the presense of Russia as necessary to achieve lasting peace in the region but we have seen the actions of the Russian Bear when they don't get what they want. Still we agree their presence is necessary indeed.

will agree to any neutral mediator. In his opinion, the Romanian government has demonstrated the necessary qualities to do so, and the actions of Nordmark's king in the Lithuanian crisis provide a sterling example. He will consent to any outcome achieved between Azerbaizhan and Persia achieved through peaceful, amicable negotiation and agreement. He believes that all Caspian issues can be settled through such methods.

He will not agree to solutions imposed by force of arms, and has recently demonstrated ample capacity to prevent such.

Turkey has not "mobilized", merely steped up patrols by units already stationed in the area as a precaution, given the sequence of events between Azerbaijan and Persia we would like to ensure events such as these are not repeated on our borders.

We fail to see how that hurts our standing when the nations involved in hostility's shares our border and are not allied with Turkey. The fact that we share a border with both party's means that it is critical that we take part in the talks.

The same cannot be said for India who has unfortunately failed to improve relations between the Kingdom of Hedjaz or the Saudi Kingdom, has left Asir under unfortunate circumstances, has also had small clashes with another neighbour Afganistan and is veiwed by many as the one who pulls the strings in Persia.

While the latter is not the veiw of Turkey it cannot be denied that there are other nations who feel this way. So with all this in mind we feel Romania would be a good choice to host the talks. They have no common alliances, no common borders and no interest in the region and therefore represent a truely Nuetral party.

Somewhere along the Astara River:

The new Coy commander clearly didnt like Sgt Baraz this was the third dawn patrol in row he was sent on, as he silently cursed this godforsaken river and those living around it one of the soldiers shouted out: Hey Sarge that boat is heading for the new sandbank, should we warn them?
-Nah, it serves the goddamn smugglers right for not reading the dune reports and with any luck they are carrying some good cigs, i am sick of these army surplus dog turds.

As the boat came closer it seemed much bigger than the usual boats and as he looked closer he saw the ominous looking MGs...

The RGB had by now become stuck on the bank and despite the frantic attempts to float it it got nowhere.

Baraz realized that his squad was no match for the firepower of the RGB so a bluff would be necessary.

- Reza give them a burst with your LMG across the deck and tell them to surrender or our artillery will open up.

A few seconds after the burst someone cried that they surrendered, the Azeri crew got into dingies and rowed to shore while Baraz had sent some of his men to find a boat and raise the local commander. Luckily for Baraz the Azeris didnt make a run for it, it seemed they had swallowed the bluff hook, line and sinker. Once again someone shouted -Sarge, what to do with these two fellows that are not in uniform?
-Take them ALL to the post and let the Lieutenant deal with them.

A few hours later the threat of artillery was no longer a bluff as a battery of 100mm howitzers took up positions.

Bharat recommends instead a representative of the great nation of Germany serves as lead intermediary in this dispute with representatives of Turkey, Russia and Bharat also present during the proceedings.

We consider Germany to be a nation with a good working relationship and respected by all the powers that could be involved if this small misunderstanding goes for the worse. That is why we toss their name into the ring.

Persia would of course prefer India but can understand the Azeri reluctance as it mirrors Persias feelings about Russia and Turkey. We are however somewhat perplexed by the international communities demonizing of persia while praising the naked aggression shown by the Azeri Government and armed forces. Persia will accept Germany as a mediator between itself and Azerbaijan

May 6th

The IDC has decided to rush the GW-107 "Shahbaz" into service even if all have not yet been delivered nor the pilots completed the usual length of training on this type. This is because of the perilous state of the Persian fighter arm which is inferior in both numbers and quality of equipment compared to forces currently facing it in northern Persia.

Should all parties be willing, Germany is certainly willing to host and mediate, in an attempt to settle the issues of the Caspian borders and the current state of concern between Persia and Azerbaijan.
