I'm not sure the all-CV striking force is an ideal future fleet without some guns to back it up. Only takes a few well placed hits to cripple or knock out those flight decks and then any opposing fleet with big guns can chew up what's left without too much hassle (in an extreme Midway-esque scenario). I agree its unlikely the Nords will be acting alone tramping across the Atlantic. Perhaps Nordmark should move to a fleet of 4 smaller 13-15,000 ton carriers (like the OTL Centaurs) to give decent capability for patrolling and escorting without being too expensive and manpower hungry. These big carriers are great for striking battlefleets but probably less than ideal escorting reinforcements to and fro across the Atlantic. Just my two-pennies worth of thought.

Neither is Nordmark! But they'd need about twice the population if they wanted to maintain a properly escorted big-gun fleet element along with proportionate land forces, and the odds of an all-CV striking force working are, in their Admralty's eyes, a lot better than the odds of an all-surface fleet working.

Smaller carriers, along the scale of the currently serving Orn and Hok, weren't seriously considered because Nordmark is already feeling the pinch of increasing aircraft sizes that those two are uncomfortably cramped to operate. Jet aircraft aren't anticipated to be any smaller, so a big deck is needed to accommodate them.

Also, I'm kind of an inveterate Mahanist, so my theory is that if you destroy the enemy fleet forcing you to concentrate yourself, dealing with raiders becomes much easier.

The problem is that in WW AA has advanced much faster than in real-life. I don't think carriers have the clear cut margin over battleships right now. Provided with AA cruisers, I think battlelines still hvae more than an equal chance of defeating carrier air groups.

Checking previous CA classes in Nordish service, I find them lacking TDS arrangements, which I suppose should be indicative of the NRN's practice. Removing that cuts weight down by about 1,700 tons, to ~15,500. Personally, I think the increased survivability is worth it, but with established precedent going the other way...

Of the several options presented, I think that your minimalist variant is probably the best choice. Not only does is meet your manning requirements but it is far less expensive for a carrier escort. Personally, I would try to adjust the trim to get stability up to 1.10 but that is a minimal nitpick.

Structurally or seakeeping wise, sure. But I try to be consistent about deck heights in ships I design, and I've been going with 2.5 meters for Nordmark. Besides, the stability 'issue' is me forgetting to check trim, rather than anything actually problematic.

I think I agree on the 8x210mm cruiser: best option, really. A lot of people think the 8" cruiser is dead, but they can still very much overmatch a traditional 6"-armed CL.
