My first attempt. There are probably a few errors somewhere. Thoughts?

your IP Points!

If the 5 factories have been fixed for the year, you gain an additional 0.1 IP points per fixed factory in the last quarter

so it should be 0.5 standard pts AND 0.5 BONUS pts !

EDIT: Never mind, you got it right the first time. If I hadn't noticed that, I would have had construction going on for an extra quarter.

Factories: 6+5 = 11 not 10.
However this turns out to be a mistake by Swamphen. The Philippines have 11 factories. One factory looks like having been damaged during the revolution and was then repaired. At that time Swamphen used x/10 factories but he forgot to change it back to 11 once the factory was repaired.

Thanks! I noticed that in his last report, but figured it was something I didn't understand and I would just go along with it. Editing now.
