Naval war between China and Philippines has broken out. Naval engagement between Chinese and Philippine cruiser forces occured on 21 October. Our sources indicate Chinese tactical victory, but have not been able to determine losses. No hostile intent to RF ground, naval, or air forces is indicated.

Naval war has broken out between China and Philippines. No hostile intent to RF ground, naval, or air forces is indicated. Direct First Cruiser Squadron to immediately depart Cam Ranh Bay for French naval base at Noumea, thence to Petropavlovsk, avoiding contact with forces of either belligerent. Fly RF naval ensigns from every available mast, and light ships fully at night.

Direct RF-flagged merchant shipping to depart South China Sea immediately, and to avoid war zone subsequently.

Hum. Suggest that you date this after the 21st of October, as you wouldn't know on the 17th the outcome of naval battle on the 21st. :P
