If India (or anyone else), has no further case to present, Canada votes No. It is not the purview of this body to perform inernal policing duties within a nation's borders that have no effect beyond them. Should the Afghanistan government desire assistance in material and training of it's own internal security forces, Canada would be open to such discussions on a more direct basis.
(And really, this is not how a debate/vote works in an assembly of this nature. The matter is brought before the body, debated, and then voted on. You've been pushing the votes from the moment you posted the issue, over multiple days. I also dispute India's ability to call for a vote without the matter being seconded, and determine when it's held)
