Planes on subs

Just curious, when was the first sub equiped with onboard scout planes built? What were the difficulty's needed to be overcome?

E-22 is the earliest I could find.

The difficulties; having a small plane and needing somewhere to keep it. Both seemed to have been solved by the 1920s.
