Ah, whats the problem? Just a change in names but its the same old policies!

A coalition change is always brought about by these kinds of retirements etc when political pressures come to a head. It gives a player a good opportunity to rehash his politics without waiting for election year to creep around. ;)

Reinhard Heydrich's Navy career ended as in OTL in 1931. Given his OTL history, he would have been involved in the attempted Nazi overthrow of the German government in 1933, so, given how desperate for talent the conspirators were, he would have been hung with the rest of the top conspirators in 1935.

September 3, 1937 - Berlin

Chancellor Jarres has failed in his attempt to create a new coalition, so President Eckener has announced new elections for the Reichstag will be held October 12. Given good economic conditions and no particular scandals or threats on the horizon, there is no consensus on likely election results, other than that it is exceedingly unlikely that any party will come out of the elections with a mandate to govern without a coalition.
