Not really sure about that one, historically they did try out the "Transcaucasian Democratic Federative Republic" but were the first ones to declare independance from that. I'm not sure if thats happened in WW.

I assume thats because that issues never really been explained prior to Canis producing the map.

minus Baku, are independent. Georgia is not.
