I think 1.00 stability is actually verbotten in the Gentleman's Rules

That's actually due to a fault in Springsharp 1 I believe (not sure about that). There was an error there that at one point with a 1.00 stability, the number of torpedo hits a ship could take doubled. The error does not exist in the current version of SS, but it is still a bad idea to have a ship with so low a stability (from a survivability POV).

Here's another idea for you. Austria-Hungary worked on, but never built, some battlecruiser designs. Here's a ship with a rebuilt 30s hull that gets you the same armor and weaponry of Tegetthoff... but gives you a 27-knot speed. I updated the AA, too, and gave her bulges...

Eh, really, she'd be a bit outdated even with a reconstruction. The Italians and Greeks both have faster, better-armoured, and bigger-gun battleships which could stomp on her, even if you can fight off destroyers and such...

Here's what I'd go for instead.

Let me explain my rather odd choices here. Yugoslavia will not be fighting at a numeric advantage, nor can she defeat a Greek or Italian battleship. She CAN however fight cruisers of both nations very well.

The 6x15", in three twin turrets, engages the primary target... say one of the Italian Caesar I-class Armoured Cruisers. It's a match of 6x15" versus 6x12", and while both sides will be unhappy the Italians will want to back away first.

Meanwhile, this ship is using her rather overpowered secondaries to shoot at another opponent... say, Zara wants to play in the game, too. 4x7" per side isn't going to win you the battle, but it will at least prevent the extra cruiser from being unengaged.

Or you could spend your money better on torpedo planes and coastal submarines :P

torpedo planes, dive bombers... shhhhh but a Nation can dream ^.^ (and in 1911 under the Nverse rules she is a very powerfull ship)

oh and i think I have somthing like that on order from Nordmark.

The ship presented is basically an enlarged Regele class small battleships currently in the Romanian encyclopedia. I noticed that in the original ships but I was going to tie it to the storyline by forcing the Italians to reduce the cost of the slip due to that engineering mistake will increase the overall cost of the ship. Also an excuse to create some friction in the current government. Corruption in the Naval Ministry perhaps? :D

Blargh. I always forget to check that! I basically select the default armor in SS2 and only catch it in the report.

This should be better:
