If Cleito definitions were mentioned as the standard in the treaty, it'd apply. They don't, and no alternative definitions are offered, so it's up to each nation to interpret as they see fit (such as the modern Russian Carriers being designated as aircraft carrying cruisers to bypass the Montreux convention).
