Argentine Light Cruiser Design Competition

From 1942 onwards the Argentine Navy has a requirement to replace the three cruisers brought from Atlantis just before the SA War (Eclipse, Orca and Fortaleza).

The Naval Staff has issued the Operational -Tactical Requirement (OTR) which outlines the ship’s mission and desired characteristics. The OTR has already been sent to Naval Constructors Board and the Scientific – Technical Research Committee. The Naval Constructors Board has assigned the project assignment to Project Design Team Two responsible for Light Cruisers .

A pre-design sketch by the Project Design Team has been studied by the Naval Constructors Board and Scientific – Technical Research Committee (STRC) and evaluated for weaknesses and cost. This resulted in the Technical - Tactical Requirement (TTR) being released to refine the Project and now the Porject Number 326 has been assigned to cover all designs to meet this TTR.
The STRC has recommended opening the design to foreign firms to widen the choice available. Therefore the TTR has been released for general tenders.

Technical - Tactical Requirement for a Light Cruiser

Size and Displacement

The cruiser must be able to dock in a Type 2 dock.
Displacement must be the minimum to reduce cost.
Seakeeping must be at least 1.20 and stability 1.20 but 1.15 is the absolute minimum.

Armament
The main arament is to consist of German pattern 150mm guns (45.50kg shells) in either twin or triple mounts to a maximum of nine guns but six would be the perferred number if nine is too heavy. Given that four ships of this class will be built a different model of gun between 150 and 155mm may be offered (preferably as an alternative to the German 150mm armed design)
Ammuntion must be at least 200rpg.
The secondary armament is to consist of Argentine pattern 115mm DP guns (25.00kg shells) if possible but such guns can be omitted if it saves weight.
The AA armament is to consist of four twin 37mm (six twin if no 115mm carried) and 20mm cannon in either single or sextuple mounts
Six to eight 600mm torpedoes are required in two mounts.
If ASDIC is fitted then one rack with up to eight Depth Charges can be added to the design.

Armour
The main belt should be 75-50mm thick and ideally cover both magazines and machinery. If only the machinery has a belt then the magazines should have 75mm thick box protection.
Deck armour should be 50mm thick.
Splinter protection required for the bridge.
All barbettes or hoists should have at least 25mm thick armour (50mm for the main hoists preferred).

Performance
Speed required is at least 31kts.
Range should be between 6,500-7,000nm at 15kts cruising speed.
Provision for at-sea refulling required.
Enough misc weight should be provided for one main director, two HA directors, two torpedo directors, two to three radio-location sets for search and gunnery, one ASDIC if possible and 50 tons of growth if possible (minimum 25 tons).

All submitted designs will be will be assigned designations within the 326 series from B onwards. All submitted designs will be examined alongside the Project design from the Project Design Team by the Naval Constructors Board and the Naval Staff.

ASMAR and DCN both offer submittals. Must admit, this one was a bit of a toughie.

ASMAR's designers offer a nine-gun design (3x3) with a full-length belt, but that belt is thicker over the magazines and machinery. Due to the limitations of the design, seakeeping seems to have received the short end of the stick...

The French got annoyed with the slip length requirement and, uh. Dispensed with it. The French design uses pretty much the same armament setup, but on a longer, sleeker hull; a full belt is used rather than the variable thickness belt of the previous. On this design, seakeeping is higher (only .01 below the target) as is speed.

In truth we need the cash for certain projects in the near future. If the SAE is more than willing to "donate" cash :rolleyes: for a couple of years India will be more than accomodating to the SAE concerns.

Ansaldo's 326I design is heavily based off the standard large destroyer design of which 12 units have already been built or are under construction. Italy feels that simply purchasing units of the design off the shelf would be the best option for Argentina as this will maximize commonality. However, the design at the moment does not meet all the Argentine specifications. It depends whether Argentina feels that loosening some of the specifications is worth the reduced costs of "off the shelf" and increased commonality with Italy. Italy has no issues with the transfer of sensitive pieces of electronic equipment to Argentina and would welcome their involvement in their further development.

In addition to offering the standard design, Ansaldo also drew up a minimum change design that meets the majority of the Argentine requirements. The largest change is a move to a new propulsion plant consisting of two 25,000shp turbines which reduces the speed by about 1kt. The weight savings from the new powerplant are directed into increasing the armour of the standard vessel to a 50mm deck and 50mm belt. OTO feels that the increase in protection from the thicker deck is worthwhile, but that there is little gain from increasing the belt armour from 36mm to 50mm. Either will provide comfortable splinter protection but not a great deal more. Additionally, a 50t reserve topweight has been worked into the design for future growth.

There have been some very interesting entries here. Some of them parallel my own thoughts quite closely and most of the larger designs here are roughly identical give or takea few tons or light AA guns etc.

Politics as much as cost will decide the final choices or whether indeed Argentina goes with its one of its home grown designs (based on a shrunken Belgrano or an enlarged Nueve de Julio LSC Class cruiser).
