At the present time, the Republic of France wishes to observe the actions and policies of the new government of Chosen before committing to any military arms procurement possibilities. Therefore we are regretfully unable to respond to your request for proposals at the present time.
Your nation's recent requests for assistance in acquiring chemical weapons has raised sharply the concerns of the people and government of France. Our experience with this form of weaponry is a matter of the public record, as is our intent to prevent the spread of these abominable weapons. This is matter of particular passion to me, as a survivor of the Deuxième bataille d'Ypres, where I was wounded and gassed. I urge you, as only a soldier who has lived the horrors of war can, to foreswear the acquisition or creation of chemical weapons.
It is of course France's national policy to support, wheresoever possible, the adherents of Liberty, Equality, and Fraternity, and are desirous to evaluate the level of your nation's support for those principles over the upcoming months and years.
